The university's land use must adhere to its mission, vision, and sustainability goals in carrying out its tripartite mandate on teaching, research, and extension that should emanate an aura of service, excellence, and nobility.
Chancellor Camposano, together with his team of Vice Chancellors Dr. Rhodella Ibabao, Dr. Philip Ian Padilla, Dr. Harold Monteclaro, Prof. John Lorenz Belanio, and Deans Prof. Encarnacion Yap and Dr. Ramer Bautista, some members of the Faculty and LUDIP TWG, attended the kick-off ceremony last 28 April 2021 at the GCEB Training Rooms, UPV Iloilo City Campus. The Republic Act No 11396, better known as SUCs Land Use Development and Infrastructure Plan (LUDIP) Act, requires SUCs to prepare and implement a land use development and infrastructure plan to be submitted to the Commission on Higher Education (CHED) within two years from August 22, 2019, by President Duterte. The required LUDIP must have the following: (1) campus planning framework, principles, and processes, including master development plans; (2) detailed geographical description and survey of the site occupied by the SUCs, including all idle lands, campuses, branches, or extensions; (3) inventory of all existing buildings, facilities, and other infrastructure within the compound or areas occupied by the SUCs; (4) cadastral survey of lands occupied by the SUCs; (5) a detailed description of the research core, academic core, and residential areas covering both housings for faculty and dormitories for students; (6) detailed geographical description of land used for commercial, agriculture, fishery, forestry, and other activities, including open and recreational spaces, landscape features, and campus transportation system among others; (7) design and estimated cost of construction, operation, maintenance, and other infrastructure needs of the SUCs; and (8) financial plan.
Chancellor Camposano enjoins all UPV constituents to actively engage in the planning process as he promotes reinvigorating democratic governance in the creation of LUDIP to assure commitment and greater control of the direction of UPV’s development. Dr. Elvira Zamora, VP for Development from UP System, emphasized in her message that UP must take a significant role in operationalizing the participatory approach in campus planning. This is because UP is the center of knowledge production that promotes public interest and environmental protection in the context of the land use plan and development agenda. She highlighted that all the requirements of LUDIP must comply with the best possible standards and must be rooted in the mission, vision, and goals of the constituent units. This challenges the creative responses and innovations of each CUs in the participative process built around the concept of shared commitment. Harnessing every CUs well stream of potentials for creating, updating, and implementing its LUDIP, maximizes the pursuit of well-established development in the University as a whole.
The creation of LUDIP is a participative, engaging, and long-term process. Two (2) teams, LUDIP TWG, were constituted: 1) UPV Team to work for UPV Miagao Main and Iloilo City Campuses, and 2) UPV Tacloban for Tacloban Campus due to distance, restrictions of travel, and face-to-face interactions. Prior to the kick-off of the LUDIP, the TWG Team has already conducted preliminary meetings and activities such as orientation, workshop on situational analysis, gathering of baseline and existing data maps as reference materials for the preparation. The UPV Team will review and update three (3) land use development plans for the three (3) campuses. Various maps shall be verified, especially the topography, property perimeter boundaries, and existing physical make-up of the land area. Sectoral consultations and stakeholders' meetings in preparing and designing the LUDIP will be conducted as it is expected to be finished before 2021 ends.
