The University of the Philippines Visayas (UPV), in partnership with Center for Health Development Western Visayas (CHD-WV) and Negros Island Region (NIR), facilitated the Provincial Leadership and Governance Program (PLGP) for Negros Occidental Provincial Health Board members and district hospital chiefs from 13-14 Aug 2024 at Stonehill Suites, Bacolod City.
Participants were the Negros Occidental Provincial Health Board members. A separate half-day Round Table Discussion (RTD) with Governor Eugenio Jose “Bong” Lacson was held on the 2nd day. Dr. Philip Ian Padilla, Asst. Prof. Josephine Firmase, Mr. Alexander Porras, and Asst. Prof Adrienne Marrie Bugayong-Janagap facilitated the two-day workshop and training.
UPV, as constituent university of the UP System, has been a consistent partner of the Department of Health CHD-WV for the past decade for its Health Leadership and Governance Program (HLGP), which was introduced by the Zuellig Family Foundation (ZFF). A majority of Western Visayas Municipal Local Government Units have been trained by UPV under the Municipal Health Leadership and Governance Program (MLGP), which is now on its 4th cycle.
At the barangay level, UPV faculty have also been involved in the Barangay Health Leadership and Management Program (BHLMP). The Negros Occidental Provincial LGU was the latest LGU to join the PLGP under the HLGP.
In attendance were DOH NIR RD Dr. Razel Nicca Haw, PHO 2 Dr. Girlie Pinongan and DOH Undersecretary Dr. Mary Ann Maestral. PLGP’s main objective is to facilitate the implementation of the Universal Health Care Act (RA 11223) in the UHC Implementation Sites (UHC-IS), including Negros Occidental. A functional UHC Province-Wide Health system requires a licensed Primary Care Facilities (PCF) for the Primary Care Provider Network (PCPN) and the Health Care Provider Network (HCPN).
The workshop focused on the leadership aspect in conjunction with the technical requirements for PCFs set by the DOH. This is based on the WHO model of a resilient health system with its six building blocks: Leadership and Governance, Health Informatics, Medicines and Technology, Health Financing, Health Service Delivery, and Human Resources for Health.
DOH CHD WV will host a UHC summit on 20 Sept 2004 at Diversion 21 to highlight the advances made by Western Visayas LGUs in their Province and City-Wide Health Systems with UPV hosting the panel discussions on UHC implementation.
