P70-M road project for UPV breaks ground

The P70-million road project of the Office of Cong. Janette Garin and the Miagao Municipal Government for the University of the Philippines Visayas (UPV) broke ground at the Freshwater Aquaculture Station (FAS) grounds, UPV Miagao campus, on April 20, 2023. 

The scope of works for the project dubbed “Construction of UP Visayas Road Leading to Academic Institutions” includes road opening and road widening, according to the Department of Public Works and Highways (DPWH). 

Cong. Janette Garin said the funds for the UPV road project are sourced from her Leadership Allocation as Vice Chairman of the Committee on Appropriation at the House of Representatives. 

“You’re not only bringing education to the First District of Iloilo, but you’re also helping our district make a name and carve its name [on] the map, not only of our country but globally because you are actually producing the future leaders of the world,” she said to the administrators of UPV when she disclosed details about the project at the groundbreaking ceremony. 

According to a press release from the Office of the Vice Chancellor for Planning and Development (OVCPD), the sub-projects will include:

  • The construction of the new road leading to the academic loop; 
  • Road re-blocking and repair from Box 2 to the UPV Covered Court;
  • Road widening from the start of new road construction to the intersection of the proposed baseball field, enterprise community hub, and cultural center; 
  • Construction of box culverts.

In his message, Mayor Garin said he hopes the project will be built “not only in the grounds of UP” but also in the “hearts and minds, especially of the people of UP Visayas.”

Meanwhile, Chancellor Clement Camposano said the project is a celebration of the convergence of the parties involved to further develop the campus. 

“This is only the start of a very long and fruitful partnership,” he said, thanking Cong. Garin and Mayor Garin. 

Camposano said the location of the ceremony is envisioned to have additional structures such as the additional buildings for the College of Arts and Sciences and the College of Management and facilities such as the wetland area which will serve as a water treatment facility and a temporary home for migratory birds. 

Cong. Garin, Mayor Garin, and the Chancellor led the groundbreaking of the project, together with Vice Chancellor for Planning and Development Rhodella Ibabao; Vice Chancellor for Administration John Lorenz Belanio; Engr. Antonio Aaron Sepida and Engr. Carlo John Leysa of the DPWH – First District Engineering Office, and a representative from the construction company JE TICO. (With sources from OVCPD)
