Dr. Jose Neil M. Hortillo of the College of Management, UP Visayas made two paper presentations - “Determining the Investor Profile of Ilonggo Public Servants Using Transcendental Numbers” and “Examining Ethical Leadership and Organizational Ethics Among Public Servants in Iloilo City, Philippines,” in the recently concluded 2024 Joint Conference of the Asian Association for Public Administration (AAPA), the Eastern Regional Organization for Public Administration (EROPA), the Asian Group of Public Administration (AGPA) and the Indonesian Association for Public Administration (IAPA).
The conference theme, “Towards World Class Bureaucracy,” was in partnership with the Ministry of Administrative Reform of Indonesia and the National Institute of Public Administration (NIPA) and was held last 5-7 November 2024, at the Universitas Gadjah Mada, Yogyakarta, Indonesia.
Dr. Hortillo’s research on local government employees emphasizes the need to invest in public sector workforce skills and values for enhanced competitiveness and resilience.
The conference marked the first time that public administration umbrella organizations in Asia jointly held an international conference to address issues in public administration, governance, and bureaucracy across the region. Over 600 delegates participated in the conference.
Dr. Hortillo is a faculty member in the Department of Accounting, teaching courses in marketing, economics, and business analytics.
