The Municipal Leadership and Governance Program (MLGP) Training Cycle 4 - Module 2 successfully wrapped up with seventeen (17) local government units (LGUs) in two batches.
The University of the Philippines Visayas (UPV) conducted Batch 1 last 18-21 June 2024 with the participation of thirty four (34) health leaders from 8 LGUs. Batch 2 on the other hand, was held last 2-5 July 2024 with 31 health leaders from 9 LGUs.
The participants were Municipal/ City Local Chief Executives (LCEs), Municipal Health Officers (MHOs) and 3rd Leaders such as City/Municipal Planning and Development Officers (C/MPDO’s) and Municipal Budget Officers (MBOs), among others. Both batches were conducted at Sam’s 21 Hotel in Iloilo City.
The seventeen participating LGUs are the following: Tibiao, Antique; Dao, Dumarao, Pilar and Roxas City, Capiz; Guimbal, Iloilo; Kabankalan and Victorias Cities, Negros Occidental for Batch 1. Batch 2 includes the LGUs of Laua-an, Antique; Nueva Valencia, Guimaras; Pototan and San Dionisio, Iloilo; Candoni, Cauayan, Hinoba-an, and the Cities of Silay and Sipalay, Negros Occidental.
With the core message of deepening leadership in managing change, Module 2 is designed to enhance bridging leadership competencies of the participants through adaptive leadership strategies. Specifically, its objective is to equip health leaders with necessary skills to address emerging and complex leadership and health system challenges in the context of Universal Health Care (UHC) Law’s (RA11223) implementation towards the creation of a Province-Wide Health System (PWHS).
The program is one of the components of the leadership and governance capability building of the Department of Health’s (DOH) Health Leadership and Governance Program (HLGP) anchored on the Health Change Model of the Zuellig Family Foundation (ZFF). UPV, in partnership with UPV Foundation, Inc. (UPVFI), is the lone academic partner of DOH in the region trained to implement the program.
The UPV team is headed by Prof. Philip Ian P. Padilla of the Division of Biological Sciences, College of Arts and Sciences (CAS). The multi-disciplinary team is composed of Assoc. Prof. Alice Prieto-Carolino, Asst. Prof. Josephine T. Firmase, and Ms. Czarinnah G. Araneta (Division of Social Sciences, CAS); Mr. Alexander L. Porras (Division of Professional Education, CAS); and Asst. Prof. Melanie R. Sartorio (Department of Management, College of Management).
MLGP Cycle 4 through the UPV Foundation is one of the Extension Programs of UP Visayas officially lodged under the Office of Continuing Education and Pahinungod (OCEP). The final MLGP Cycle 4 module (3) will be conducted at the end of 2024 before the MLGP Colloquium during the 2nd quarter of 2025.
