The University of the Philippines Visayas Human Resources Development Office (HRDO) conducted a reorientation of the UP Strategic Performance Management System (SPMS) on February 23, 2024 at the NAB Conference Room, New Administration Building, UP Visayas Miagao Campus.
The new SPMS included some revisions made by UP to further align it with its Strategic Plans. This was approved by the Civil Service Commission (CSC) last November 16, 2023.
Vice Chancellor for Administration Farisal U. Bagsit welcomed twenty-seven (27) participants composed of immediate supervisors and heads of offices/units.
The UP SPMS Framework and Cycle were initially discussed to refresh the participants on the concepts and principles of the SPMS. The discussion then proceeded with the following topics: Performance Target Setting; Monitoring and Coaching; Individual Performance Review and Evaluation; and Individual Staff Development Plan.
Ms. Chona G. Herrera presented the Performance Target focusing on the setting of SMART (Specific, Measurable, Achievable, Results-oriented and Time-bounded) success indicators. Ms. Ella O. Tidon presented the Monitoring and Coaching stage, which involves continuous monitoring of employees’ performance to identify if there are performance gaps and provide needed support.
Ms. Anna Krisstina B. Maestrecampo, on the other hand, presented the Review of Actual Accomplishment based on the new QET (Quality, Efficiency, and Timeliness) rating scale. To end, Ms. Tidon presented the Rewards and Development Stage, which is identifying learning and development (L&D) interventions to address the competency gaps. The identified L&D activities will be incorporated in the HRDO’s L&D calendar for 2024 and 2025. (With sources from HRDO)
