The College of Fisheries and Ocean Sciences, UP Visayas (UPV-CFOS) organized an orientation on the grant of delegated authority to the deans on the alternative mode of procurement through small value procurement and shopping below P50,000.00 on June 22, 2023 at the Audio Visual Hall, CFOS, UPV Miagao campus.
CFOS dean Prof. Encarnacion Emilia S. Yap requested for the conduct of the activity to familiarize the staff and personnel of the College of their duties and responsibilities in doing the alternative mode of procurement.
Chancellor Clement C. Camposano granted authority to the deans to perform alternate approach of procurement for timely purchase of needed supplies and services.
The Supplies and Property Services Office (SPSO), an office task for the procurement of goods, supplies, and services in the University, has limited staff to handle the bulk of purchase requests and cannot accommodate some of the urgent needs of many offices and colleges. Hence, the chancellor delegated authority to the deans this alternate approach of procurement.
Prof. Emeliza C. Lozada, chief of the SPSO and her staff Ms. Julie Ann Cala-or, and Ms. Arlene N. Avanceña, chief of the Budget Office and chair of UPV Bids and Awards Committee, graced the activity as resource persons.
Ms. Cala-or presented the general guidelines for small value procurement and shopping for delegated authority including the process flow for procurement through cash advance and direct payment to suppliers.
The resource persons addressed questions raised by the participants.
Despite the grant of delegated authority to the deans for this purpose, Ms. Avanceña clarified that the College could still engage the services of the SPSO for small value procurement that are not urgent.
