CAPSU officials visit UPV to benchmark LUDIP

Officials from the Capiz State University (CAPSU) visited the University of the Philippines Visayas (UPV) Miagao campus last August 23, 2022, to benchmark its Land Use Development and Infrastructure Plan (LUDIP) creation.

The UPV LUDIP Technical Working Group (TWG), led by Vice Chancellor for Planning and Development Dr. Rhodella Ibabao, gave a presentation on the lessons learned so far on LUDIP.

The CAPSU officials included Dr. Wennie Legario, Vice President for Administration and Finance; Dr. Efren Linan, VP for Research, Development, and Extension; Dr. Hermelisa Ochon, chief administrative officer; Dr. Aldrin Lorenzo, Landholdings director; Dr. Cleo Jude Joaquin, University Business Affairs Office director; and Mr. Mark Glen Villamor, planning officer IV.

Among those that were discussed were planning principles observed, Administrative Order CCC 2021-181 which created and mobilized the UPV planning team in the LUDIP formulation for the UPV Iloilo City and Miagao campuses, the coordination between the Office of the Vice Chancellor for Planning and Development and the Office of the Vice Chancellor for Administration, and the partnership with the local government units of Iloilo City and Miagao town and concerned government agencies. 

The TWG also offered to help CAPSU with budgeting, maps, and technical writing. 

The LUDIP creation is in response to Republic Act 11396 or an Act Requiring All State Universities and Colleges to Prepare and Implement a LUDIP. 

LUDIP refers to a campus master plan that contains the allocation and utilization of the land within a campus’ geographic boundary to meet the required academic and non-academic support services and facilities.

Representatives from the LUDIP TWG who attended the meeting were Vice Chancellor for Administration Prof. John Lorenz Belanio, Prof. Marie Frances Nievales, Mr. Alan Dino Moscoso, Engr. Mario Morano, Arch. Luis Rabut III, Prof. Vicente Balinas, Prof. Elfred Abacan, Prof. Cristabel Rose Parcon, Prof. Maria Elisa Balilao, and Ms. Jenelie Acosta. 

Mr. Jasper John Alovera and Mr. Reno Ocampo from the CAPSU Landholdings Office and the University Business Affairs Office, respectively, also attended the meeting. (With sources from OVCPD)
