Chancellor Camposano said during the online ceremony: “UP and the Department of Education have found each other. This quest of finding each other have come to this memorandum of agreement. The quest for a culture of research is not something that can be achieved overnight. This is going to be the fruit of arduous work and is something that we have to nurture. Among the things that can help nurture this culture of research is the partnership between institutions. I am sincerely grateful for this partnership. This [signing of MoA] is just one of the happenings and there will be more happenings in the next couple of years as UPV and the CAS - Division of Professional Education create more programs in partnership with the basic education sector.”

Meanwhile, according to DepEd RD Uytico: “This partnership with the highly recognized university of the country, the University of the Philippines, I consider as an offer, a blessing for the Department of Education. This robust partnership will entail a change, a levelling up of the educational landscape in the region with the mandate from the Department of Education to institutionalize the culture of research. Together with my Assistant Regional Director, all functional division chiefs, all division superintendents, we will journey together so we can produce champions of research in the region.”

The signatory parties have established a region-wide collaboration to develop a culture of research through the ACTI(on) Research Project (Assistance, Collaborations, Trainings, and Other Interventions (ACTI) on Research) of the College of Arts and Sciences.
