As cascaded last 01 October 2024, we will be transitioning from using cash advances for petty cash operating expenses to a Petty Cash Fund (PCF) system. This is in accordance with the processes prescribed in the Government Auditing Manual (GAM) Chapter 6, Section 35. Existing cash advances for petty cash will be converted to PCF.
In compliance with COA Circular 97-002 Section 5.8, dated February 10, 1997 prescribing that all cash advances shall be fully liquidated at the end of each year and in coordination with the deadline for obligation set by the Budget Office, all accountable officers and employees are hereby advised to liquidate their cash advances.
The new Collective Negotiation Agreement (CNA) between the UP Administration and the All UP Workers' Union was signed on November 14, 2024. This agreement reinforces our commitment to better working conditions, benefits, and rights for all rank-and-file administrative staff and employees. The CNA is now posted, as a requirement, for review, comments, and prior to the ratification by the negotiating members.
