Guidelines for Providing Food Services to UPV Dormitories

TO: All Students at the Dormitories Through the Dorm Managers

UP Visayas, through the UPV Covid-19 Task Force, decided during its meeting on March 23, 2020 to expand its campaign for donations to support other primary constituents of the university, employees of outsourced service suppliers who remain committed to support UPV by continuing their services braving the risks, and members of the local community whose trades are seriously affected by the enhanced community quarantine. This move of the task force, however, has never diminished the commitment to prioritize our support for students who are stranded in UPV dormitories or in boarding houses outside the campus. This position is in keeping with our stature as part of the national university.

The approval for cooking at the dormitories until 14 April 2020 as per NOA 20-0391 is hereby extended until Sunday 19 April 2020, in consideration of the remaining food supplies that students have stored or purchased. However, starting 20 April 2020, the provision of food shall be done through the UPV Employees Cooperative (UPVEC). This arrangement was discussed with student dorm representatives in several meetings. This arrangement shall be followed until 30 April 2020.

The University has prepared the following guidelines and contigencies:

1. Food from the UPVEC shall be served from one dormitory (Balay Gumamela), and servicing of students from the different dorms shall be scheduled in batches of up to 10 students from each dormitory to ensure physical distancing.

2. UPVEC shall also consider, as much as possible, posting menu options, taking orders through the dorm representatives, delivering the food to the different dormitories.

3. UPVEC shall operate from 8:30a.m. through 5:30p.m. Breakfast will be ready  starting from 8:30-10am, lunch at 12nn-1pm, and dinner at 430-5:30pm. The schedule  gives due consideration to the difficulties experienced by UPVEC staff who travel from their residences because of unavailability of regular transportation services.

4. Food subsidies shall be provided based on level of vulnerabilities. Information on those who need full or partial food subsidy were provided by the dorm representatives. Coordination with the UPVEC to make sure that records in relation to the beneficiaries of this arrangement shall be properly maintained as required by the university and in keeping with its commitment to its donors. 

5. Fund for the period April 20-26 shall be released on April 20. For the period April 27-30, another release shall be made on April 27, 2020.

6. Food subsidy shall only be granted to full-time undergraduate students belonging to the following vulnerability categories:

Food Assistance

Vulnerabilities

Category 1

Full Subsidy of P150/day

Lack of financial resources to purchase food due to socio-economic condition of family or household.

 

No other source of financial support from family members, extended family, peers, or friends from Miag-ao and other areas.

Category 2

Partial Subsidy of P120/day

Can still manage to partially pay for the cost of food.

 

Lack of financial resources to purchase food because money transfer from family has been delayed due to the emergency.

 

No other source of financial support from family members, extended family, peers, or friends from Miag-ao and other areas

Category 3

Partial Subsidy of P100/day.

Has resources to pay for food up to P300/week.

 

(Subsidy shall cover the difference of food prices offered by UPVEC.)


Considering the different conditions in Iloilo City, the students at Balay Ilonggo shall be allowed to continue cooking until a similar service can be arranged for them. It must be noted that it is the only UPV dormitory that has a proper kitchen posing a moderate degree of  hazard from fire in this very dry and warm period.Those living in boarding houses shall continue to receive food packs or approximately the same subsidies provided to those in the UPV dormitories.
