UPV SEEDS-TBI startup gets DOST financial grant to field test e-Procurement software
InfoDynamics Technologies, a startup affiliated with the UP Visayas - Small Enterprise and Entrepreneurial Development Services Technology Business Incubator (SEEDS-TBI) was recently granted a financial grant to field test its software application by the Department of Science and Technology (DOST) effective March 2018.
InfoDynamics Technologies is founded by Engr. Jose Rizaldy G. Harder. Ms. Frediezel G. de Leon, Project Leader of SEEDS-TBI disclosed that one of its incubatee has developed an e-Procurement Software (ePS) designed for the Bids and Awards Committee (BAC) of all government agencies. The software complies with government standards and automates the procurement operations of any government institutions. The proposed users of the software are the Local Government Units (LGUs), State Universities and Colleges (SUCs), National Government Agencies (NGAs), Government-Owned and Controlled Corporation (GOCCs), Government Hospitals, Higher Education Institutions (HEIs) and even Barangays. Thus, it can be used nationwide in any area of procurement management.
The software, designed by Engr. Harder will fully automate the tasks and reports of the local BACs to help promote management efficiency, adherence to government procurement standards and realize transactional transparency. This strategic software got the final nod of approval from DOST after a series of thorough marketing, technical and financial reviews from a panel of experts and DOST officials from DOST Central Office and at UP Diliman, Quezon City.
During the market study, DOST found that there is no similar software in the market with similar scope, capacity and integrated functionality as the system as designed by InfoDynamics. The system is available for use by government agencies in line with the Government Procurement Reform Act (RA 9184) as implemented in 2001. This software can be able to process and generate all required reports for government biddings and all alternative modes of procurement. The system also automates the preparation of Office PPMPs, the Annual Procurement Plan (APP), auto- ledgering of Purchase Requests (PRs), issuance of POs and awards for each transaction.
The DOST grant covers the period from March 2018 to March 2019 and will require the actual field testing of the software by various government agency groups. The Government Procurement Policy Board (GPPB), the Commission on Audit (COA) and the Philippine Government Electronic Procurement System (PhilGEPS) will also review the software. The project will be monitored by the DOST’s TAPI and PCIEERD.
The Small Enterprise and Entrepreneurial Development Services Technology Business Incubator (SEEDS-TBI) is a multi-disciplinary project organized by the University of the Philippines Visayas (UPV) – College of Management and the Department of Science and Technology (DOST VI).
