UP Visayas rolls out new campus loop

The University of the Philippines Visayas (UPV) has launched its new campus loop in Miagao for public transit leading to its academic core, where the School of Technology, University Library, and Regional Research Center are located.

This comes after the signing of a memorandum of agreement between UPV and the Western Visayas Transport Cooperative (WVTC), held at the UPV New Administration Building Conference Room, Miagao campus, Aug. 5, 2026.

Based on the special permit granted by the Land Transportation Franchising and Regulatory Board (LTFRB), WVTC will initially operate two PUJ/Class 2 units while waiting for the delivery of the 10 brand-new Class 1 units intended to ply the new campus loop.

WVTC will officially begin its public operations on the first day of classes for the new academic year, Aug. 17, while a dry run is slated to start beginning Aug. 10.

The said special permit for the initial PUJ/Class 2 units is effective until February 2, 2027.

For regular trips, the fare is P15.00 for regular passengers and P13.00 for students, senior citizens, and persons with disabilities.

The launch of the new campus loop came after four years of meetings and consultations with the LTFRB, the Bolho, Sapa, UPV Tricycle Operators and Drivers Association (BSUTODA), the Local Government Unit of Miagao, and members of the UPV community.

During those consultations, it was determined that the road has a steep gradient, which poses a potential risk to vehicular traffic; hence, UPV decided to permit four-wheeled PUJs only to transport passengers to and from the academic core.

In 2025, LTFRB-6 posted the opening of applications to operate on the UPV Miagao Campus Loop and reopened twice in the same year before WVTC submitted its application.

At the MOA signing, Chancellor Clement Camposano represented UPV, while WVTC Chairman Raymundo Parcon signed the agreement on WVTC’s behalf. UPV Vice Chancellor for Administration Farisal Bagsit and Ms. Roxani Camayudo, WVTC Board Secretary, served as witnesses.

As part of the ceremonial opening, the attendees hopped on board the two PUJ/Class 2 units for the inaugural trip and dry run around the new campus loop.
