The Potential Site Evaluator is an Expert System that aids decision makers and other users in evaluating potential marine fishery reserve areas, or rank two or more sites according to need and urgency for conservation. Decision-makers referred to here mainly include the municipal, provincial and national government units directly involved with the establishment and management of a marine fishery reserve. Other users may be non-government organizations, educational institutions, people's organizations, cooperatives, environmentalists, students and individuals concerned with the aquatic environment. The knowledge base consists of rules that contribute to solving the importance of a set of criteria in judging the merits of a potential marine fishery reserve site. Specific rules per criteria determine the final score of a site based on rating the different important aspects of the site.
Municipal Fisheries Ordinance Generator automatically creates a municipal ordinance for Fisheries Management. There are three options available, one is to generate the ordinance automatically by selecting the provisions, another is to load an existing ordinance from the database and another is to edit an existing prototype. This is useful for local government units seeking to formulate ordinances for fisheries management. The user is allowed to localize the ordinance by inputting local information such as geographic locations and fishing gears. The generator covers a wide variety of situations applicable to different areas.
The MFR Monitoring Tools Program is used to compute the monitoring results of fish visual census, fish catch, mangrove monitoring, seagrass cover and coral cover. It prompts the user questions based on the physical observations of the marine reserve area. The program provides interpretations and conclusions of the monitoring results. For identification purposes, the user can view the pictures of fishes (taken from Fishbase 98 of ICLARM) and corals from the links provided.
The MFR Monitoring Helper presents data of monitoring methods in a tabular or graphical presentation to aid users determine and analyze monitoring results. Prompts are displayed to users about the details of the monitoring area. The user has the option to view the trend of coral cover, sea grass cover, fish density and catch per unit effort and other related data of a marine reserve. There was an effort to utilize the data formats being developed for FRMP but these have been found to be non-normalized and in a stage that is not yet that mature for deployment.
This program (Fisheries Code Tutorial) enables the user to find information on the provisions of the Philippine Fisheries Code of 1998, National Integrated Protected Areas System, Coastal Resources Management - Municipal Ordinances and CRM - Barangay Resolutions.
