GDP conducts Capacity Building Seminar on Developing a Gender-Responsive Learning Environment


The UPV Gender and Development Program conducted a Capacity Building Seminar on Developing a Gender-Responsive Learning Environment (GAD Concepts for Beginners: Module I) on July 20-21, 2017 at Bearland Paradise Resort, Tigbauan, Iloilo. The said activity was participated in by current and alternate GAD Focal Point System Members of UP Visayas coming from both Miagao and Iloilo City campuses. The seminar was the first in the series of trainings to be conducted by GDP that aims to capacitate the GADFPS.

Prof. Ma. Arve B. Bañez, served as the resource speaker during the said activity. The state of UPV as a gender-responsive learning environment was discussed during the first session of the seminar. Ms. Ella Tidon of the Human Resource Development Office (HRDO) provided the participants with the sex-disaggregated data of UPV employees and an orientation on the various GAD-related benefits and privileges while Ms. Eleza Jundes of the Registrar’s Office presented the sex-disaggregated data of UPV students. Dr. Gay D. Defiesta, Coordinator of the UPV Anti-Sexual Harassment Office also gave an update on the status of sexual harassment cases in the university, as well as on the newly BOR-approved Anti-Sexual Harassment Code of UP. Furthermore, the role of the Gender and Development Program and the GAD Focal Point System as major actors toward the attainment of a gender-responsive university was emphasized by Dr. Mary Barby P. Badayos-Jover, GDP Director.

The Philippine Commission on Women issued Memorandum Circular No. 2011-01 which delineates the guidelines for the creation, strengthening and institutionalization of the Gender and Development Focal Point System (GADFPS). The responsibilities of the GAD FPS include the facilitation of the implementation of the gender mainstreaming efforts of the agency through the GAD planning and budgeting process, among others. As the frontrunner in pursuing gender mainstreaming initiatives in the region, UP Visayas must continuously improve and strengthen its GAD Focal Point System.
